Scammed out of $200.00 how can I get it back

I purchased an item from a seller on ebay. I used my paypal account for security purposes. The seller never gave me my item. I bought it on April 30, 2009. She claims that paypal wont let her refund me my money which sounds like a bunch of bull. I have communicated with the supervisor of paypal and they told me that she maybe scamming me and there is nothing that they can do.
Is there a way I can settle this with legal actions even though I don't have any of her information or can I even contact my bank and have them create a charge back to get my money back? Or is my money as good as gone?
Please help. I am so upset.

I have spoken to 10 different paypal representatives and 1 supervisor and there is nothing they can do. They told me the seller took the money erased all her records from her account and left.

Get them to get your money back, they offer protection up to $200 on ebay.
It'll be a while until you get your money back though.

You are past the deadline for disputing the charge on your credit card.
Give a negative report on her site. Tell her she can send you a money order personally if PP will not refund. Yes, she is a scammer if she will not do that. Rule for shopping on e-bay: Never spend more than you are wiling to lose. It is a gamble.

It sounds like paypal isn't doing their job. Even if she erased her records. Paypal should have a record of what they were. Did you pay paypal with a credit card? I'd call your credit card company in that case.
